I think they have been asking people to switch to the new interface for a few months now and I switched over when they first asked so I don't remember the old format.In the area where you type your blog out there is a little tool bar above it. There is a picture frame with some image in it (I think a clipart mountain?) click on that then you can upload from your computer or from a URL link. You can also register your phone and upload images and blogs straight from there and it will post them!
